Free cash flow is a study label for cash left after operations and (typically) capital spending - definitions vary by filing and by who calculates it.

When this looks weak or down

Can turn negative when the company spends heavily on plants, stores, or acquisitions - or when operating cash is weak.

Is free cash flow a buy signal?

No. FCF is homework. Positive FCF can still sit next to high debt or weak growth - read filings and use a licensed broker for decisions.

Why do FCF definitions differ?

Some people subtract only maintenance capex. Others use all investing outflows. Stick to one definition and the same period.

Can FCF be negative while the business is investing?

Yes. Heavy capex can pull FCF down. That needs reading, not a tip slogan.
